Moving out of a Philadelphia rental usually means three deadlines at once: the lease end date, your trash day and the day you hand back the keys. The cleaning you do in between decides how much of your security deposit comes back. Here is what Pennsylvania deposit law says, how Philadelphia trash rules affect a move-out, and a room-by-room move out cleaning checklist.

Pennsylvania security deposit rules to know before you clean

Philadelphia renters are covered by the Pennsylvania Landlord and Tenant Act of 1951. A few points matter most when you move out. This is general information, not legal advice, so read your lease and check the statute or a tenant resource if you have a dispute.

  • Deposit limits. A landlord can’t ask for more than two months’ rent as a deposit in the first year of a lease, and no more than one month’s rent from the start of the second year (Section 511.1).
  • 30 days and a written list. Within 30 days of the lease ending, or of you surrendering the unit and the landlord accepting it (whichever comes first), the landlord has to give you a written list of any damage they claim you’re responsible for, along with the rest of your deposit (Section 512).
  • Give your new address in writing. If you don’t give the landlord your new address in writing when you move out, the landlord is relieved of liability under that section. Put it in an email or letter and keep a copy.
  • Consequences for the landlord. A landlord who doesn’t send the list within 30 days loses the right to withhold any of the deposit for damage. One who doesn’t pay back the difference in time can be liable for double the amount wrongly kept. The landlord has to prove the damage the tenant caused.

What this means for cleaning: a written damage list is easier to dispute when you have dated photos of a clean, empty unit. Clean first, then photograph every room, the inside of the fridge and oven, and the bathrooms before you return the keys.

Plan around Philadelphia trash day

The last week of a move produces a lot of trash, and Philadelphia’s rules decide how fast you can get rid of it. The Department of Sanitation’s residential trash rules are worth checking before you start:

  • Weekly limits. A single-family home can set out up to four cans or eight bags a week. Buildings with two to six units can set out six cans or 12 bags.
  • Set-out times. From October 1 to March 31, trash goes out between 5 p.m. the night before and 7 a.m. on collection day (7 p.m. from April to September). Center City has its own, earlier cutoffs.
  • Two large items a week. Curbside pickup takes up to two pieces of compactible furniture a week, like a sofa or a mattress. Mattresses and box springs have to be sealed in plastic mattress bags.
  • Appliances need an appointment. Fridges, air conditioners and other bulk items aren’t picked up with regular trash. Eligible homes (single-family and buildings up to six units) can book the city’s Bulk Collection for up to four items per appointment, one appointment per household per week, up to a month ahead. Larger apartment buildings use private haulers.
  • Electronics and paint stay out of the bin. Take TVs and computers to a sanitation convenience center, and paint to a hazardous waste drop-off.

Tip: book the bulk pickup and empty the unit before your cleaning date.

What’s different about move-out cleaning in Philadelphia

Rowhomes and older buildings

Many Philadelphia rentals are rowhomes or older walk-ups converted into apartments. Narrow stairs, basements, radiators and original woodwork all collect dust. Plan extra time for stair treads and spindles, window sills and the top of every door frame. Radiators and baseboard heaters trap dust in the fins, so vacuum them with a brush attachment before you wipe.

Water hardness depends on where you live

The Philadelphia Water Department describes the city’s water as moderately hard, and it varies by treatment plant. In its 2025 water quality report, average hardness was about 6 grains per gallon from the Baxter plant and about 9 to 10 grains per gallon from the Belmont and Queen Lane plants (PWD). Harder water means more scale on faucets, showerheads and glass doors, which inspectors notice. Give hard-water spots a dwell-time descaler and a squeegee finish.

Philadelphia move out cleaning checklist

Küche

  • Empty, wipe and dry the fridge and freezer, including shelves, drawers and door seals. Unplug only if your landlord says so.
  • Clean inside the oven, the stovetop, burner pans or grates, and the range hood and filter.
  • Wipe inside and outside every cabinet and drawer, and the tops of upper cabinets.
  • Descale the faucet, scrub the sink and clean the backsplash.
  • Clean inside the microwave and dishwasher.

Badezimmer

  • Scrub the toilet inside and out, including the base and behind it.
  • Descale the shower, tub, glass and fixtures. Treat grout and caulk spots.
  • Clean the mirror, medicine cabinet, vanity inside and out, and the exhaust fan cover.

Bedrooms and living areas

  • Dust ceiling fans, light fixtures, vents and radiators.
  • Wipe baseboards, door frames, doors, switch plates and outlet covers.
  • Clean window sills and tracks, and inside the windows if they’re included.
  • Empty closets, wipe shelves and vacuum the floors.
  • Spot-clean scuffs. If a mark doesn’t come off, leave it for paint rather than scrubbing through the finish.

Stairs, basement and entry

  • Vacuum and wipe stair treads, risers, rails and spindles.
  • Sweep the basement and wipe the washer and dryer tops if they stay with the unit.
  • Clean the front door, mail slot and vestibule.

Before you hand back the keys

  • Vacuum and mop every floor, working toward the exit.
  • Take dated photos of every room.
  • Email your new address to your landlord and keep a copy.
